SPECIAL BOARD MEETING MINUTES

DECEMBER 19, 2011

 

A special meeting of the Board of Trustees of the Village of Champlain was held on Monday, December 19, 2011, at the Village Office, 1104 Route 9, Champlain, New York.  Present were Mayor Martin, Trustees Gurzenda, Kim Trombley, Thomas Trombley, Clerk/Treasurer Munoz, Randy Bedard and Bill Joliceur.  Trustee Gehrig arrived late.

 

Mayor Martin called the meeting to order at 5:11 p.m.

 

A motion was made by Trustee Kim Trombley and seconded by Trustee Thomas Trombley to hire Bedard’s Excavation LLC to demolish, remove and clean up the building at 93 Church Street at a cost of $34,000.  Roll call vote as follows:

                        Mayor Martin                        Aye

Motion carried.

 

Randy Bedard is here to answer any questions that the Board may have.  Trustee Thomas Trombley asked about asbestos.  Mayor Martin said that KAS is confident that they have taken enough samples to verify for asbestos with none found.  Mr. Bedard explained that he is asbestos certified and in the event that he finds any asbestos in the building, there will be additional costs for retesting and removal.  Trustee Kim Trombley asked about the time frame, Mr. Bedard said that he would start on Tuesday, December 20, 2011.  Discussion followed.

 

Mayor Martin asked the Board for a decision to pay an invoice from Earth Science Engineering dated November 30, 2011, and tabled at the December 12, 2011 Board Meeting, for inspecting the building at 93 Church Street.  He explained that we have researched the cost for this service from different engineers.  Mayor Martin has spoken to Mr. Doug Ferris regarding this bill.  He recommends we pay Earth Science Engineering $800.  Mayor Martin said that Mr. Ferris is agreeable to this amount.

 

A motion was made by Trustee Thomas Trombley and seconded by Trustee Kim Trombley, to pay Earth Science Engineering the sum of $800 for this invoice.  Roll call vote as follows:

                        Mayor Martin                        Aye

Motion carried.

 

A motion was made by Trustee Gehrig and seconded by Trustee Kim Trombley to transfer $34,000 from A599 fund balance to A8666.4 Property Maintenance to cover the cost of the demolition of the building at 93 Church Street.  Roll call vote as follows:

                        Trustee Thomas Trombley        Aye

                        Trustee Gehrig                Aye

                        Mayor Martin                        Aye

Motion carried.

 

A motion was made by Amy Gehrig and seconded by Trustee Kim Trombley to adjourn the meeting at 5:40 p.m.  All Board Members present voted aye, motion carried.
