BOARD MEETING MINUTES

A regular meeting of the Board of Trustees of the Village of Champlain was held at the Village Office, 1104, Route 9, Champlain , New York , on Monday, April 10, 2006. Present were Mayor Moore, Trustees Martin, Gehrig, and Trombley, Clerk/Treasurer Munoz, Superintendent Kissel , and Codes Officer Tetreault . Trustee Southwick and Deputy Clerk Barcomb were excused this evening. Also present were Ken Delafrange , Joanne Favreau , and Sue Moore.
The meeting was called to order by Mayor Moore at 6:33 pm. A motion was made by Trustee Trombley, seconded by Trustee Martin and carried, approving the minutes of the March 13, 2006, Board Meeting as presented.
Mayor Moore asked if there was anyone here this evening who would like to address the Board. Joanne Favreau presented the Board with the fact that there was no one to do grant writing for Champlain, that she would be interested in doing this without charge to the Village, unless the fees can be written into a grant. Her proposal was for the Village to pay only for the classes for her to attend. The school is in Rochester in June. Some discussion followed.
REPORT FROM CODES OFFICER TETREAULT
Codes Officer Tetreault said that there has been a lot of problems in the Village regarding cats, rats, and trash. He has been getting some response from the letters he sent and people are starting to clean up their properties. The Board has received copies of all letters. He also stated that there are 2 burned places on Willow Street that need to be addressed. The Mayor congratulated Mike on his good job.
REPORT FROM MAYOR MOORE
Mayor Moore reported that the Village would be doing road striping this summer, and that the hydrant flushing will begin this week. The Mayor asked Codes Officer Tetreault if he thought the Village needed a tougher junk law. He advised that between the two Villages and the Town Law we should have enough to get done what we need done. He said that if the people are going to fight the law, they will regardless of what it is. Vehicles are the biggest problem. We will try with the laws we have now for a couple of months.
Mayor Moore stated that we needed approval of the April 3 rd , 2006 , Organizational Meeting minutes with one correction. The correction being the Chairperson for the Planning Board should be John Dawson. The Mayor asked to correct and accept the minutes. A motion was made by Trustee Martin, and seconded by Trustee Trombley and carried, to accept the minutes after the correction is made.
REPORT FROM TRUSTEE TROMBLEY
Trustee Trombley asked Superintendent Kissel if he had any cost and planning for the roads. Superintendent Kissel said that he is waiting for final pricing, and that we may have to get the asphalt out of Vermont . Superintendent Kissel , Trustees Southwick and Trombley will schedule a meeting to discuss this as soon as possible. Trustee Trombley stated that she would like to see one street finished before another gets started. Some discussion followed.
REPORT FROM TRUSTEE MARTIN
Trustee Martin said the budget meetings are complete, and the shared services are moving forward. Trustee Martin asked Codes Officer Tetreault if he had heard anything from his letter regarding a member item. Codes Officer Tetreault said he had not, but now that the state budget has passed, we might hear from them.
REPORT FROM TRUSTEE GEHRIG
Trustee Gehrig reported that she has been working with the Re-Beautification Program. Joanne Favreau will help with grant writing. She asked Superintendent Kissel if he had ordered the trees, he said they have not been ordered yet because the ones they were looking at are too small; therefore, he is looking into something else. There was discussion about the bench expense, looking into 4 seats and 4 benches, barbeques and garbage pails, and getting prices together. Picnic table discussion was whether to make them or buy them, whatever is cheaper. Trustee Gehrig said the committee was having a meeting next week and they would have better figures. Would like 2 or 3 grills cemented in the ground and picnic tables. Fiberglass would be very expensive. Wood would be cheaper and maybe volunteers could build them. Trustee Gehrig suggested a volunteer day at the river for everyone to help out with fun things planned to make people aware of what the village has to offer. Some discussion followed.
REPORT FROM CLERK/TREASURER MUNOZ
Clerk/Treasurer Munoz said the Board had been copied with the Revenues/Expenditures Report for the month of March. The following purchase requisitions were then discussed by the Board:
1. Rubber gloves - $ 85.30 - G8120.2
2. Reciprocating saw - not to exceed $ 135 - A5110.4
A motion was made by Trustee Gehrig and seconded by Trustee Martin approving these two purchase requisitions. Roll vote as follows:

PRESENTATION OF WARRANT AND PAYMENT
A motion was made by Trustee Gehrig and seconded by Trustee Martin approving Warrant # 11 for Vouchers #421 through #457 of the General, Water, and Sewer accounts in the amount of $24,755.28. Roll call vote as follows:

REPORT FROM SUPERINTENDENT KISSEL
Superintendent Kissel said the Board had been copied with his work report for March and asked if there were any questions. The hydrant flushing will hopefully be done by Friday, but if not, by Monday or Tuesday of next week. The pickup days for the Village will be May 1 st and 15 th , put announcement in newspaper. We will be sweeping the streets from April 17 th to the 28 th , all the streets not just Main Street . The week of April 24 th to the 28 th Main Street will be crack sealed.
A rental broom to clean the streets would be too expensive, we could borrow one for 2 weeks. The blue Ford tractor at the WWTP we are using to move bags, we need for mowing this summer. We can purchase a finish mower from Dragoon's for a straight sale of $ 2200 or from Bechard's $ 2750 less $ 885 trade in for attachment. If we leave the deck on the tractor it will break off. Superintendent Kissel recommends the purchase from Dragoon's and keep the old deck as a back up. Still looking at upgrade equipment pricing.
The DPW Crew did a good job in cleaning up after the water breaks. One was a major leak and the other was a surprise leak. The leak on South Street , we had been looking for all winter.
South Street is having dirty water. Riverdale Trailer Park is under a boil water order from the Health Department. As I mentioned earlier, the County is still waiting for pricing for asphalt. The Chips fund may increase this year, but will be eaten up with the asphalt price increases. We have done some flow testing for Price Chopper and continuing to work with the contractor, expecting an update at the end of the month. There seems to be a lot of cats in the Village, will look into the problem. The building at the ice rink may have to leave there, cannot move it as it is falling apart. We might have to mount on blocks and leave there.
Mayor Moore asked if there were any questions regarding the Tentative Budget, no questions. A motion was made to approve the Budget as written. A motion was made by Trustee Martin and seconded by Trustee Trombley. Roll call as follows:

CORRESPONDENCE
1. Correspondence from the Great Chazy River Memorial VFW 1418 requesting Permission to sell poppies from May 15-20, 2006.
2. Correspondence from Living Water Baptist Church regarding possible Reduction in their building permit charge.
3. Correspondence from Chad Poirier asking for credit for late fee charges on his January 1, 2006, water/sewer bill.
4. Correspondence from Teamsters Local 687 requesting recognition as theBargaining unit for the Village DPW employees.
5. Correspondence from Clinton County Health Department regarding a Boil Water order.
6. Correspondence from Marie Meseck requesting a sewer credit, and Corresponding account information.
OLD BUSINESS
1. GSA meter/manholes - waiting to be corrected
2. Time-Warner Cable Franchise - This is an ongoing item.
3. Decision needed whether to do easement or deed/survey for Orville Palmer's Property - this will be given to Mr. Marshall for his review.
4. New meter reading machine - already ordered waiting to arrive
NEW BUSINESS
1. Approval to pay for Grant Writing Class for Joanne Favreau . The Mayor's suggestion is to also send someone from the Village. A motion was made by Trustee Gehrig, seconded by Trustee Trombley and carried.
2. Approval for the Great Chazy River Memorial VFW 1418 to sell poppies in The Village from May 15-20, 2006. A motion was made by Trustee Gehrig, Seconded by Trustee Martin and carried. Good Luck with your poppy sales.
3. A letter from Living Water Baptist Church requesting a reduction in their permit fee - no motion
4. Chad Poirier asking for a relief for late fees on his water and sewer bill - no motion
5. Marie Meseck has a problem with her sewer bill she had a leak at her house and is asking for relief on her sewer bill. A motion was made by Trustee Martin, seconded by Trustee Trombley and carried.
EXECUTIVE SESSION
A motion was made to go into Executive Session by Trustee Trombley, seconded by Trustee Gehrig, and carried. The Board went into Executive Session at 7:05 pm to discuss personnel issues.
The Board came out of Executive Session at 7:30 pm. No motions made.
ADJOURNMENT
A motion was made by Trustee Trombley, seconded by Trustee Martin and carried, adjourning the meeting at 7:32 pm.
