BOARD MEETING MINUTES
AUGUST 9, 2010
A regular meeting of the Board of Trustees of the Village of Champlain was held on Monday, August 9, 2010, at the Village Office, 1104 Route 9, Champlain, New York. Present were Mayor Moore, Trustees Martin, Kim Trombley, and Thomas Trombley, Clerk/Treasurer Munoz, Deputy Clerk Barcomb, Superintendent Sorrell, Codes Officer Tetreault, and Sue Moore. Trustee Gehrig was excused this evening.
Mayor Moore called the meeting to order at 6:37 p.m. A motion was made by Trustee Martin and seconded by Trustee Thomas Trombley to approve the minutes of the July 12, 2010, meeting as presented. Trustee Martin said there was one correction on Page 3. The correct word should be bonfire, not bond fire. All Board Members voted aye and the motion was carried.
Public Comment
Sue Moore said she had attended previous Board meetings with concerns about the uncut grass throughout the Village. She was here tonight to compliment everyone involved with getting these properties taken care of, whether it was the property owner or a Village-hired contractor. She thanked Codes Officer Tetreault and Superintendent Sorrell for their efforts, and all residents who have mowed their lawns.
Report From Codes Officer Tetreault
1. He has been working on the grass/brush issues, with most people complying. He commented there have been a couple of court cases, and most of the problems are with absentee landlords.
2. He has only issued one new building permit for Mike Duquette’s new home, but that is actually in the Town.
3. He said planning and zoning board training is available through Barton & Lougidice, and he was expecting a quote from them shortly. This would be for four 3-hour sessions which will be good for twelve hours of training. He will copy the Board with this information as soon as he receives it. Mayor Moore agreed that the best way to go is with mass training.
Report From Mayor Moore
1. He attended the meeting on July 16th relative to the Final Draft Shared Services Asset Management Plan.
2. He attended the Pfizer Transitional Coordination Meeting, and he has a copy of the Committee Impact Report for the Board’s information.
3. The Village received results from the NYSERDA Energy Audit and the Board is reviewing the recommendations.
Report From Trustee Kim Trombley
1. She commented that the Village is looking good with most people taking care of their properties, and the Village crew mowing the Village property.
2. She is waiting for the paving to start on Elm Street. Superintendent Sorrell said the DI boxes they received were too high; however, they are expecting six of them tomorrow.
Report From Trustee Martin
1. He attended the Champlain Fire District meeting on July 20, 2010. One of their concerns was the installation of a water meter at the fire station. He explained the need to be accountable for the water that is produced by the Village. They also discussed the need for food-safe lubricate for the fire hydrants. He felt communications between the Fire District and the Village will be more open in the future.
2. He commented on the NYSERDA Energy Audit, with some of their recommendations being replacement of fluorescent bulbs, more insulation, and a new water heater installed at the wastewater plant.
3. He met with the NYSDOT, Matt Cooper, and Mike Tetreault regarding the proposed new DOT Center, with the proposed water/sewer district being discussed.
4. He said everyone had been copied with the Shared Services report. He said there has been discussion to use the remaining money to work on more grants for other items. He hopes to see some benefit from this study in the future. Mr. Tetreault commented that the quote for planning and zoning training was one of the items the extra grant money could be used for.

Report From Clerk/Treasurer Munoz
1. She said the Board had been copied with the Revenue/Expenditure Report for July.
2. She said the auditor was here on July 24th to perform the annual review of the books. According to the auditor, everything looked good, and the Annual Report has been sent to the State.
Presentation Of Warrant And Payment
A motion was made by Trustee Kim Trombley and seconded by Trustee Martin to approve Warrant #3 for Voucher #59 through #100 from the General, Water, and Sewer accounts in the amount of $21,465.32. Roll call vote as follows:

Report From Superintendent Sorrell
1. He said the Board had been copied with his report.
2. He said the crew will begin work on Elm Street as soon as the DI boxes are received. He also mentioned that milling of the street is scheduled to begin at the end of the month.
3. He said the crew has been painting at the wastewater plant.
4. He said a draw down of one of the tanks at the wastewater plant was done, as the aerator was plugged with hair.
5. He purchased a used ditching bucket for $600. Mayor Moore commented it was a good buy on the ditching bucket. He also said paving season will begin soon, and the Town will be asking for help from the Village, and vice versa.

Old Business
1. GSA meter—Mayor Moore said this is on hold for now until we know the outcome of the new DOT facility.
2. World Warehouse sewer credit denial—Mayor Moore said he would respond to their letter.
New Business
1. Request for additional sick days from Donna Barcomb—Trustee Martin commented that it only seems fair to change the Personnel Policy so that everyone is treated the same. A motion was made by Trustee Martin, seconded by Trustee Trombley and carried, to change the Village Personnel Policy granting nine (9) sick days per year, and allowing up to ninety (90) days to accumulate.
2. After some discussion, a motion was made by Trustee Martin and seconded by Trustee Kim Trombley, allowing Juanita Munoz and Donna Barcomb to attend the NYCOM Fall Training School to be held on September 20-23, 2010, in Lake Placid, and to include expenses. Roll call vote as follows:

3. The Board then discussed the upcoming Local Government Conference to be held in Potsdam on October 12, 2010. A motion was made by Trustee Martin, seconded by Trustee Thomas Trombley and carried, to allow as many Board Members, including Zoning and Planning Boards, and employees as would like to attend.
Executive Session
A motion was made by Mayor Moore, seconded by Trustee Martin and carried, to enter into Executive Session at 6:59 p.m. to discuss litigation and a personnel issue. The Board came out of Executive Session at 7:20 p.m. No motions were made.
Adjournment
There being no further business to come before the Board this evening, a motion was made by Trustee Kim Trombley, seconded by Trustee Martin and carried, to adjourn the meeting at 7:21 p.m.
