VILLAGE OF CHAMPLAIN
BOARD MEETING MINUTES
FEBRUARY 9, 2010

 

A regular meeting of the Board of Trustees of the Village of Champlain was held on Tuesday, February 9, 2010, at the Village Office, 1104 Route 9, Champlain, New York.  Present were Mayor Moore, Trustees Martin, Kim Trombley, and Thomas Trombley, Clerk/Treasurer Munoz, Deputy Clerk Barcomb, and Superintendent Sorrell.  Trustee Gehrig and Codes Officer Tetreault were excused this evening.

Mayor Moore called the meeting to order at 6:40 p.m.  A motion was made by Trustee Thomas Trombley, seconded by Trustee Martin and carried, to recess the meeting at
6:42 p.m. so that the Board could review the minutes of the previous meetings, as they had not been copied for the Board.  The meeting was called back into session at 6:50 p.m.

A motion was made by Trustee Martin, seconded by Trustee Thomas Trombley and carried, to approve the minutes from the February 2, 2010, Budget Workshop as presented.

A motion was made by Trustee Thomas Trombley, seconded by Trustee Kim Trombley and carried, to approve the minutes from the January 11, 2010, Board Meeting as presented.  Mayor Moore abstained from voting.

Report From Codes Officer Tetreault

Codes Officer Tetreault was excused this evening.

Report From Mayor Moore

1.  He said the Village was still waiting for the new plow truck to arrive.  We should hear this week when they will be swapping the sander from the old truck to the new truck.  He thanked the crew for the great job they have been doing keeping the streets cleaned.

Report From Trustee Kim Trombley

1.  She said she attended the Zoning Board meeting in January.  She advised the Village Board that alternates need to be appointed, as one Zoning Board member has been unable to attend the meetings due to a change in her work hours.  She also said that the zoning laws need to be reviewed and possibly changed, especially in the R zones.  She commented she was not sure if our attorney has to do this, but some changes need to be made when you consider the current economy.  After some discussion, Trustee Martin and Trustee Kim Trombley volunteered to review the zoning laws first, and then we will ask for legal advice.

Report From Trustee Martin

1.  He said the Shared Services Committee met on January 20, 2010, with Barton & Lougidice, with water and sewer issues being discussed.  He said the Committee will be receiving a copy of the report by mid-February to review and make comments for the final draft.  The next regular meeting will be held on February 24, 2010, at 5 p.m. and is open to the public.

2.  He said a meeting of the Shared Services Committee has been tentatively scheduled for Wednesday, March 24, 2010, at 6 p.m. at the Town of Champlain.  The engineers, Barton & Lougidice, will be presenting the final draft report of the engineering study.  All board members from both villages and the town are invited to attend, along with the public.

3.  He reminded everyone that Voter Registration Day will be held at the Village of Champlain Office on Saturday, March 6, 2010, from 12 noon to 5 p.m.

4.  He also reminded everyone that Village Elections will be held at the Village of Champlain Office on Tuesday, March 16, 2010, from 12 noon to 9 p.m.  He encouraged everyone to get out and vote.

5.  He said the skating rink on River Street is ready for use, thanks to the efforts of the Village crew.

Report From Trustee Thomas Trombley

Trustee Trombley had nothing to report this evening.

Presentation Of Warrant And Payment

Clerk/Treasurer Munoz said there were two additional invoices to add to the warrant as follows:
                        1.  Donna Barcomb—A1410.4--$43.19
                        2.  Dennis Castine—A5110.4--$125.00

A motion was made by Trustee Thomas Trombley and seconded by Trustee Martin to approve Warrant #9 for Voucher #295 through #324 from the General, Water, and Sewer accounts, including the additional invoices, in the amount of $32,584.02.  Roll call vote as follows:

Motion carried.

Clerk/Treasurer Munoz requested that a transfer be done between accounts for the vertical pump at the water plant.  A motion was made by Trustee Kim Trombley and seconded by Trustee Thomas Trombley approving the transfer of $6767.16 from F8340.2 to F8320.2.  Roll call vote as follows:

Report From Superintendent Sorrell

1.  He said the Board had been copied with his report.

2.  He said the crew had been maintaining the streets when necessary.

3.  He informed the Board he will do water sampling tomorrow, so we can receive a 10% discount from Endyne Labs.

4.  He said the generator at the wastewater plant is up and running.

5.  He said we are still waiting for a part for the generator at the water plant.

New Business

1.  Mayor Moore said the Board had been copied with the information regarding the request for a one-time sewer credit from China Buffet.  After some discussion, a motion was made by Trustee Martin and seconded by Trustee Thomas Trombley approving the one-time sewer credit for the China Buffet Restaurant in the amount of $750.  Roll call vote as follows:

Motion carried.

2.  Mayor Moore said a motion was needed to change the Board Meeting night back to the original schedule.  A motion was made by Trustee Kim Trombley, seconded by Trustee Thomas Trombley and carried, changing the regular Board Meeting night for March, April, and May, back to the second Monday of each month at 6:30 p.m.


3.  Mayor Moore said a motion was needed approving the agreement to pay for the bus that transports the ski club.  A motion was made by Trustee Martin and seconded by Trustee Thomas Trombley to approve paying for 1/7th of the total bill instead of 1/6th for this ski season only.  Some discussion followed.  Trustee Martin changed his motion to state the Village of Champlain would participate in the cost of the ski program at 1/7th of the total cost dependent upon the participation of Alburgh.  If they do not participate, then the Village would pay for 1/6th of the cost, for one season only.  Roll call vote:

There being no further business to come before the Board this evening, a motion was made by Trustee Kim Trombley, seconded by Trustee Martin and carried, to adjourn the meeting at 7:10 p.m.
