BOARD MEETING MINUTES
JANUARY 8, 2007

A regular Board Meeting of the Board of Trustees of the Village of Champlain was held on Monday, January 8, 2007, at the Village Office, 1104 Route 9, Champlain, New York.  Present were Deputy Mayor Gehrig, Trustees Martin, Southwick, and Trombley, Clerk/Treasurer Munoz, Deputy Clerk Barcomb, Superintendent Kissel, and Codes Officer Tetreault.  Mayor Moore was excused this evening.  Also present were Paul Barker, Sue Moore, Ed Hicks, Pamela Barcomb, Mike Rock, Jennifer Rock, Todd Hebert, Jim Ondras, Larry Sorrell, Tom Venne, Sharon Patrie, Clarence Patrie, Beth Walker, Dustin Hemingway, and Terry Lincourt.

Deputy Mayor Gehrig called the meeting to order at 6:30 p.m.  A motion was made by Trustee Martin, seconded by Trustee Southwick and carried, approving the minutes of the December 11, 2006, Board Meeting as presented.  Trustee Trombley abstained from voting.

Paul Barker addressed the Board regarding the correspondence he submitted to the Board.

Report From Codes Officer Tetreault

Codes Officer Tetreault said there was not much to report this evening.  He said the new Imperial Optical building will be partially occupied by the end of the month.  He then asked if the Board had any questions.  Trustee Martin asked about any pending legal issues.  Codes Officer Tetreault said one was scheduled for court this week.  He then explained that the violation he spoke about at last month’s meeting was not dismissed, as he thought.  It has been adjourned in contemplation of dismissal, which means if there are no further violations for six months, the charges will be dismissed.  Deputy Mayor Gehrig asked about the property on the corner of Main and Elm Street.  Codes Officer Tetreault said he needed direction from the Board, and that Mayor Moore was supposed to consult with the Village attorney.

Report From Mayor Moore

Mayor Moore was excused this evening.

Deputy Mayor Gehrig proceeded to pass out the following plaques/awards:

Resolution of Condolence and Appreciation for Bruce Barcomb presented to his wife Pamela.

Christmas Decorating Contest Awards were presented to the following:

3rd place Neil and Beth Walker
2nd place Tom & Neila Venne
1st place Clarence & Sharon Patrie

Halloween Decorating Contest Awards were presented to the following:

Creepiest Tammy Mesec (not present)
Best Halloween/Fall Theme Luanne Bombardier (not present)
Best Overall Michael & Jennifer Rock

Deputy Mayor Gehrig said it was great to see everyone participating in these events.

Deputy Mayor Gehrig reminded residents that there is a burning ban in the Village, and that no parking is allowed on Village streets during the winter.

She informed everyone that the Village of Champlain, the Village of Rouses Point, and the Town of Champlain has received a shared service grant in the amount of $270,000 to research the needs and upgrades of water and sewer infrastructures.

Report From Trustee Trombley

Trustee Trombley said the Zoning Board had a meeting scheduled for Wednesday, January 10, 2007, to review a area variance for a one-family residence that will be changed to a three apartment building.

Report From Trustee Martin

Trustee Martin congratulated all of the award winners, and expressed his appreciation for all their efforts.

He said the Shared Services Committee met on January 4, 2007, with the shared services grant award being discussed.  He commented that this grant will help immensely with the research for these infrastructures, and will benefit everyone in the Village.  This project will begin with a contract between the municipalities and the appointment of a grant administrator.

He stated that according to DOT and NYSEG, the bracket repair under the Route 9 Bridge is expected to be completed by the spring.

He congratulated Superintendent Kissel on the completion of the water operator course and receiving his license.

Report From Trustee Southwick

Trustee Southwick said he was unable to attend the last Shared Services meeting, but Trustee Martin’s report was well done.  He then asked if there was any new information regarding the Village doing the water/sewer billing for the Town as well as the Village.  Deputy Clerk Barcomb said she would follow-up on this question.

He said he will be asking for volunteers to form a committee for the Quad-Centennial celebration of Samuel de Champlain, which will include himself and Historian Richard Filion. 

Deputy Mayor Gehrig mentioned that another story hour is going to be planned in the near future.  It will be held in the St. Mary’s gym, with cocoa and cookies being served.  This will probably be near the end of February.

Report From Clerk/Treasurer Munoz

Clerk/Treasurer Munoz said the Board had been copied with the Revenues/Expenditures Report for December.  She also said the January 1, 2007 water/sewer billing had been completed, with water charges in the amount of $46,934.29, and sewer charges in the amount of $73,282.65.

Presentation Of Warrant And Payment

She then asked that an additional invoice be added to the warrant.  This was for the monthly lease of the photocopier in the amount of $89.17 from code A1410.4.  A motion was made by Trustee Martin, seconded by Trustee Southwick and carried, approving Warrant #8 for Voucher #245 through #272 of the General, Water, and Sewer accounts in the amount of $13,960.56, including the additional bill.

The following purchase requisition was presented for approval:

  1. Pump for Ashline Drive – G8120.2 -- $303.57 plus freight

A motion was made by Trustee Martin and seconded by Trustee Southwick approving the purchase requisition as presented.  Roll call vote as follows:

Report From Superintendent Kissel

Superintendent Kissel informed the Board that the dump truck needed some major front end repair, with the king pins having to be replaced.  He said he has not received the bill for this yet.

He stated that he has scheduled the Christmas tree pickup day for Monday, January 15th.

He informed the Board that the DPW crew had been doing basic maintenance around the Village, the garage, and on the equipment.  Trustee Southwick asked if he had an estimate on the cost of the king pins, and Superintendent Kissel thought it would be around $600.

Deputy Mayor Gehrig asked that the skating rink be flooded when the temperatures turn colder, and Superintendent Kissel said that it would be.

  2. Letter to Jim Noon requesting a budget amendment for legal fees for the Riverfront Park Project Grant.

  3. Letter to Jim Noon regarding ADA Compliant Guidelines relative to handicapped accessibility at the Riverfront Park Project.

  4. Letter to Robert Hebert, Superintendent, regarding water and sewer rates for Northeastern Clinton Central School’s 2007-08 budget.

  5. Invitations to the Halloween Contest winners to attend the January Board meeting to receive their awards:  a) Tammy Mesec; b) Mike & Jennifer Rock; c) Luanne Bombardier.

  6. Correspondence from Alchemy Labs announcing their new lab director and the sale of Alchemy Labs to Endyne of Williston, Vermont.

  7. Correspondence from the Champlain Fire District thanking Woody Kissel, Larry Sorrell, and James Ondras for the delivery and setup of ballot boxes.

  8. Letter to Jim Noon requesting a grant extension in order to address the handicapped accessible issues in the spring of 2007.

  9. Correspondence and amendments from Jim Noon extending the Riverfront Park Project to June 30, 2007.

  10. Letter to NYSEG Solutions enrolling the Village in the Energy Blend 50 Electric Supply Option for 2007.

  11. Correspondence from Pomerleau Real Estate regarding repair of the water and sewer lines that service part of the Champlain Shopping Center.

  12. Notice of Violation from the Clinton County Health Department relative to water sampling.

  13. Correspondence from the Clinton County Highway Department regarding Annual Maintenance permits within the County right of way.

  14. Correspondence from NYSDEC regarding a public hearing to amend water quality regulations.

  19. Memo to the Board from Superintendent Kissel regarding one of the letters from the resident at 13 Cherry Street.

Old Business

  1. Time-Warner Cable Franchise - Trustee Trombley said she will be getting a copy of Rouses Point’s contract, and will be calling Jane West at the town.

  2. Furnace quotes - A motion was made by Trustee Martin and seconded by Trustee Trombley transferring $500 from A1620.4 to A1620.2 to cover the balance for the new furnace.  Roll call vote as follows:

A motion was made by Trustee Martin and seconded by Trustee Trombley approving the purchase of the new furnace for the office/garage complex from Smith & Son in the amount of $4,500 from Code A1620.2.  Roll call vote as follows:

New Business

  1. Deputy Mayor Gehrig reminded residents there is no burning allowed within the Village.  Also, the winter parking ban is in effect; therefore, no parking is allowed on Village streets between the hours of 2 a.m. and 6 a.m.

  2. Budget workshops - Workshops were scheduled for the following dates:  Tuesday, January 16th; Tuesday, January 30th; Monday, February 5th.  All workshops will begin at 6:30 p.m.

  3. Registration Day Notice - Clerk/Treasurer Munoz read the following resolution:

NOTICE OF VOTER
REGISTRATION DAY
VILLAGE OF CHAMPLAIN
CHAMPLAIN, NEW YORK

At a regular meeting of the Board of Trustees of the Village of Champlain, NY, held on January 8, 2007, the following Resolution was offered by Trustee Southwick, seconded by Trustee Trombley, who moved its adoption:

WHEREAS the next general Village Election of Officers of the Village of Champlain will be held on March 20, 2007, and

WHEREAS no person shall be entitled to vote at any Village Election whose name does not appear on the register of the election district in which he claims to be entitled to vote, and

WHEREAS it is the duty of inspectors of election to prepare such register of qualified voters for the district for which they are appointed, and

WHEREAS Section 516 of the Election Law of the State of New York requires that every Village hold a Registration Day for each general Village Election.

NOW BE IT THEREFORE RESOLVED that

FIRST: Registration Day for the Village shall be held on Saturday, March 10, 2007.

SECOND: Such registration shall be held at the Village Office, 1104 Route 9 (Main St.), Champlain, NY, from 12 noon until 5 p.m.

THIRD: Voting for the forthcoming Village Election shall be conducted at the Village Office, 1104 Route 9 (Main St.), Champlain, NY.

FOURTH: At least ten days prior to the registration day set in this Resolution, a copy of such Resolution shall be published in the official newspaper, and a copy thereof shall be posted in at least one conspicuous public place in such election district.

FIFTH: This Resolution shall take effect immediately.

Deputy Mayor Gehrig reminded everyone that two trustees’ positions and the mayor’s position are up for election this year.

Adjournment

There being no further business to come before the Board, a motion was made by Trustee Martin, seconded by Trustee Trombley and carried, to adjourn the meeting at 7:07 p.m.
