BOARD MEETING MINUTES

A regular meeting of the Board of Trustees of the Village of Champlain was held on Monday, June 8, 2009, at the Village Office, 1104 Route 9, Champlain, New York. Present were Mayor Moore, Trustees Gehrig, Martin, Kim Trombley, and Thomas Trombley, Clerk/Treasurer Munoz, Deputy Clerk Barcomb, Superintendent Fasking, Codes Officer Tetreault, County Legislator Harry McManus, and Terry Lincourt.
Mayor Moore called the meeting to order at 6:30 p.m. A motion was made by Trustee Gehrig and seconded by Trustee Martin to approve the minutes of the regular Board Meeting held on May 11, 2009, and the Special Board Meeting held on June 2, 2009. Clerk/Treasurer Munoz informed the Board there was a correction to the May 11th minutes under Trustee Gehrig’s report. The date for the party at the Village Park should have read August 8, 2009, not May 31, 2009. Trustee Gehrig amended her motion to reflect this correction, seconded by Trustee Martin and carried.
County Legislator McManus was in attendance this evening to update the Board on County activities, which included the following:
1. Clinton County Highway Department will be helping the Village with paving this year. He said Rouses Point is also taking advantage of this help.
2. Tom Long is the new County Airport manager. He mentioned there is free parking right now at the airport; however, there will be a charge for this sometime in the future. He also said no tax money has been spent on the airport because of grant monies that have been received. They are also planning to add more parking. He also said fees collected from 28 tenants was $800,000.
3. Sales tax is down slightly from last year.
4. The bike path grant was denied, and he felt this was a result of state budget cuts. They will reapply for the grant next year.
5. He asked about the new tax program and training with the County, and Deputy Clerk Barcomb said it was working very well and was easy to use.
6. He informed the Board that Senator Betty Little has an office in Plattsburgh now.
7. He mentioned the unveiling of the mosaic at the County Government Center will be held on July 9th in conjunction with the Mayor’s Cup. Over 1000 area students participated in this project.
8. He said the County has offered to help in anyway it can with the Quad celebration. Messages have been left with Celine Paquette regarding covering the Elm Street Bridge so the lead paint will not be exposed.
9. He explained the Volunteer Fireman’s Incentive and that it will help to recruit more volunteer firemen. This is a program that would give a tax credit to volunteer firemen. He explained that if it does not pass the legislature by the end of the month, it will be in next year’s session.
10. He said that he is available to help the Village anytime, and to call with any concerns.
Mayor Moore and the Board thanked him for attending tonight’s meeting.
Report From Codes Officer Tetreault
1. He said he has sent out various letters of violation regarding uncut grass and property maintenance.
2. He said the Zweeres’ properties downtown had been sold in the County tax auction, and he will contact the new owner as soon as possible. Legislator McManus stated that the County legislature has to approve the sale, since it sold for less then the amount owed for taxes.
3. He said the Village is trying to get things cleaned up for the Quad celebration, and the Board must vote tonight on sending notices out.
4. Trustee Thomas Trombley asked about the construction trailer downtown, and Codes Officer Tetreault said he wanted to talk to Superintendent Fasking about the status of this.
Report From Mayor Moore
1. He said the Board had been copied with Ian Fasking’s letter of resignation, and he asked Clerk/Treasurer Munoz to read it. A motion was made by Trustee Martin, seconded by Trustee Kim Trombley and carried, to accept Ian Fasking’s resignation, with his last day of work being June 19, 2009. Mayor Moore thanked him for his service over the past two years, and wished him success in his new position.
2. He informed the Board that the public hearing for Local Law #1 of 2009 will need to be established under New Business.
3. He asked that the proposed Zoning changes be tabled until the Board can review them further.
4. He said there will be a rabies clinic on June 25th in Ellenburg, and the public can get more information on the website www.clintonhealth.org.
Report From Trustee Kim Trombley
1. She echoed the Mayor’s sentiments and thanked Superintendent Fasking for the many improvements and contacts he has made on behalf of the Village.
2. She said summer paving is planned for South Street and a large portion of Elm Street. The Board plans to pave Church Street within the next year or two.
Report From Trustee Martin
1. He informed the Board that the Shared Services grant is moving forward, with the engineers touring the water and wastewater plants on Wednesday, June 10, 2009.
2. He congratulated St. Mary’s on their successful bazaar, and commended Trustee Gehrig for her hard work on this yearly endeavor.
3. He thanked Superintendent Fasking for his time and efforts as superintendent, and wished him success with his new job.
4. He invited everyone to attend the Village Community Day, which will be held on August 2, 2009, from 11 a.m. to 3 p.m. at the Village Park. Volunteers are needed to help with various duties, including help with the cooking.
Report From Trustee Thomas Trombley
1. He thanked Superintendent Fasking for his service, wished him the best of luck, and said the Village will miss him.
2. He said he has attended meetings regarding the Quad Celebration. It will be a very nice celebration, and may run longer than 11 a.m. – 3 p.m. He also thanked Bruce West for doing a great job on this committee.
Report From Trustee Gehrig
1. She said the St. Mary’s Bazaar was one of the best in many years. The entertainment was great, and it was good to see the great turnout.
2. She said the walkway at the Samuel de Champlain statue has been completed, with flowers and shrubs still left to put in. It is a beautiful entryway to the statue. She also said that NCCS had backed out of their proposed project for the Quad; however, Chazy Central had made 4 wooden figures for display. Many items will be on display during the Village Quad Celebration which will be held on August 2nd and August 8th.
3. She commented that the Point Au Fer celebration was beautiful, with many pictures being available on the American Legion website.
Report From Clerk/Treasurer Munoz
1. She said the Board had been copied with the Revenues/Expenditures Report for May.
Presentation Of Warrant And Payment
A motion was made by Trustee Gehrig, seconded by Trustee Kim Trombley and carried, to approve Warrant #1 for Voucher #1 through #30 from the General, Water, and Sewer accounts in the amount of $15,928.59.
Report From Superintendent Fasking
1. He thanked the Board, residents, and every one who helped him over the last two years. He especially thanked the DPW crew for accepting him and helping him. He said the Village still has many things to accomplish, and they will be successful at these.
2. He thanked Terry Lincourt and Jim Ondras for their 200% effort cleaning the wastewater treatment plant while Mr. Kissel is out on disability. He also said the crew is stepping up to the challenge of making the Village look presentable for the upcoming Quad celebration.
3. He said he has been coordinating the Village street paving with the Clinton County
Highway Superintendent. The plan is to complete South Street and pave approximately 1000’ of Elm Street.
Mayor Moore said he hoped he found his time at the Village rewarding, and Superintendent Fasking said he learned a lot. He also said he was sorry he was leaving.

Old Business

2. Town of Chazy shared services request (water)—Mayor Moore said we will send a letter to them asking for their specific requests in writing so the Board can make a decision.
New Business
1. Mayor Moore asked Clerk/Treasurer Munoz to read the following resolution:
RESOLUTION
APPROVAL OF NOTICE OF VIOLATION
WHEREAS, the properties located at 1163 and 1165 Route 9, Champlain, New York, with Tax Map No. 18.20-1-6, are in violation of 60-9 “Unsafe Building and Structures” of Chapter 60 of the Code of the Village of Champlain, and
WHEREAS, the owners or persons with interest of record are Ronald Trombly, 1457 LaValley Road, Mooers, New York; Philip St. Louis, KEL Properties LLC, 108 Court Street, Plattsburgh, New York; and Laurie Banker, 154 Denton Road, Schuyler Falls, New York; now therefore,
BE IT RESOLVED, that the Village of Champlain Board of Trustees, at their regular meeting held on Monday, June 8, 2009, hereby approves the continuation of the process, including, but not limited to, the forwarding of the required Notice of Unsafe Building or Structure to the required owners or persons with interest, and all required legal action regarding the enforcement of the provisions of the Village Code for these properties known as 1163 and 1165 Route 9, Champlain, New York.
A motion was made by Trustee Thomas Trombley and seconded by Trustee Martin to approve the resolution as presented. Roll call vote as follows:

2. A motion was made by Trustee Gehrig, seconded by Trustee Kim Trombley and carried, to hold the Public Hearing for Local Law #1 of 2009, “Amend and Supplement Chapter 60 of the Fire Prevention and Building Construction Code” on Monday, July 13, 2009, at 7 p.m.
3. A motion was made by Trustee Kim Trombley, seconded by Trustee Gehrig and carried, to advertise for a Superintendent of Public Works in the Press Republican, One Work Source, and the County associations suggested by Legislator McManus.
4. Mayor Moore said the Board needed another month to review the various Village policies.
5. A motion was made by Trustee Martin, seconded by Trustee Thomas Trombley and carried, to approve the increase in mileage reimbursement from $.485 cents per mile to $.50 cents per mile.
6. A motion was made by Trustee Kim Trombley and seconded by Trustee Thomas Trombley, approving the hiring of a person through Westaff for the summer months. Some discussion followed. Roll call vote as follows:

Adjournment
There being no further business to come before the Board this evening, a motion was made by Trustee Martin, seconded by Trustee Thomas Trombley and carried, to adjourn the meeting at 7:18 p.m.
A motion was made by Trustee Kim Trombley, seconded by Trustee Thomas Trombley and carried, to reopen the meeting at 7:30 p.m.
Discussion followed regarding contracting with the Town of Plattsburgh for a fill-in wastewater treatment plant operator while Woody Kissel is out on disability and workers’ compensation. Superintendent Fasking informed the Board that a Memorandum of Understanding has been sent to Dave Comfort at the Town of Plattsburgh for his review. He said this would be copied for the Board when completed and approved.
A motion was made by Trustee Kim Trombley, seconded by Trustee Gehrig and carried, to enter into an agreement with the Town of Plattsburgh to have Robert Jewell work at the Village of Champlain WWTP 3 days per week for 2 hours per day during Woodrow Kissel’s absence due to disability and workers’ compensation.

There being no further business to come before the Board this evening, a motion was made by Trustee Kim Trombley, seconded by Trustee Martin and carried, to adjourn the meeting at 7:40 p.m.
