VILLAGE OF CHAMPLAIN
SPECIAL BOARD MEETING MINUTES
JUNE 2, 2009

A special meeting of the Board of Trustees of the Village of Champlain was held on Tuesday, June 2, 2009, at the Village Office, 1104 Route 9, Champlain, New York.  Present were Mayor Moore, Trustees Gehrig, Martin, Kim Trombley, and Thomas Trombley, Clerk/Treasurer Munoz, Deputy Clerk Barcomb, Superintendent Fasking,  Terry Lincourt, Chad Poirier, Karen Gurzenda, and Chris Brothers.  Codes Officer Tetreault was excused this evening.

Mayor Moore called the meeting to order at 6:30 p.m.

Public Comment

Karen Gurzenda informed the Board trucks are still left running in the Kimpex parking lot during the night, and she wanted to know what can be done about this.  She said there was a sign near the parking lot stating that this is not allowed; however, the sign has been gone for some time.  She also said more than one sign is needed so that they can be seen by the truck drivers when they are in the parking lot.  She also commented that she has contacted the State Police in the past, and they told her they cannot enforce any ordinances without the signs being there.  After some discussion, Mayor Moore said the situation would be looked into, and Superintendent Fasking said he would order the necessary signs.  She also said she was interested in what streets the Village planned to pave this year, as Elm Street is in very bad condition.

New Business

Mayor Moore said a new gear box needs to be ordered for the sewer plant.  Superintendent Fasking said one section of the clarifier is not running because of this.  After some discussion, a motion was made by Trustee Thomas Trombley, seconded by Trustee Martin and carried, to allow the purchase of a gear box for the sewer plant for no more than $1600.  Superintendent Fasking said the Village crew will pick the part up in Vermont so there will be no shipping charges.

Mayor Moore asked Trustee Kim Trombley if she has a recommendation as to what streets should be paved this year.  She said Superintendent Fasking forwarded the costs to all Board members last week.  She proposed finishing South Street, and then deciding what portion of Elm Street should be done.  She is not in favor of rolling over CHIPS money into next year.  Superintendent Fasking mentioned the cost to finish South Street will be approximately $18,000, and the cost of curbing alone on Elm Street will be approximately $10,000.  They also talked about what section of Elm Street should be done and whether or not to put curbing and sidewalks back in.  They also discussed the possibility of using asphalt for the sidewalk instead of cement. 

The Board agreed that South Street would be finished, and paving on Elm Street would start near the Kimpex building and would go east, with proper natural drainage to be put in, storm drains to be repaired, and the sidewalks will be put back in.  South Street will be paved first, and the balance of this year’s funds will be used for Elm Street, with as much of Elm Street being paved as possible.

Trustee Thomas Trombley asked about hot patching the rest of the streets, and Superintendent Fasking said the crew has done patching this year with a new product that works very well.

Mayor Moore asked when the Church Street project will be paid off, as that street is rapidly deteriorating.  Clerk/Treasurer Munoz said it will be paid off in 2011.  He said the entire street would have to be repaired when it is done.

Superintendent Fasking said he will compile accurate figures for the Board for the paving of South Street and Elm Street.  Trustee Martin asked if the Village crew would do the sidewalks, and Superintendent Fasking said yes, as the Village has the forms to do it.

Mayor Moore said there was one account transfer to be done.  A motion was made by Trustee Gehrig, seconded by Trustee Kim Trombley and carried, to approve the transfer of $240 from F1420.1 to F9060.8.

Mayor Moore said Deputy Clerk Barcomb has requested attending a meeting at the Department of Personnel in Plattsburgh regarding temporary positions on June 10, 2009, from 8:30 a.m. to 12 noon.  A motion was made by Trustee Martin, seconded by Trustee Gehrig and carried, to approve this request by Deputy Clerk Barcomb.

Adjournment

There being no further business to come before the Board this evening, a motion was made by Trustee Kim Trombley, seconded by Trustee Martin and carried, to adjourn the meeting at 7 p.m.
