BOARD MEETING MINUTES
MARCH 13, 2006
A regular meeting of the Board of Trustees of the Village of Champlain was held at the Village Office, 1104 Route 9, Champlain , New York , on Monday, March 13, 2006. Present were Mayor Moore, Trustees Martin, Southwick, and Trombley, Clerk/Treasurer Munoz, Deputy Clerk Barcomb, and Superintendent Kissel. Trustee Gehrig and Codes Officer Tetreault were excused this evening. Also present were Jim Ondras, Terry Lincourt, Kevin Gooley, and Ken Delafrange.
The meeting was called to order by Mayor Moore at 6:37 p.m. A motion was made by Trustee Martin, seconded by Trustee Trombley and carried, approving the minutes of the February 13, 2006, Board Meeting as presented.
Mayor Moore asked if there was anyone here this evening who would like to address the Board; however, no one had any comments. He then stated that Codes Officer Tetreault was excused this evening; therefore, there was no Codes Officer report tonight.
Report From Mayor Moore
Mayor Moore reminded everyone that elections would be held on Tuesday, March 21, 2006. The referendum for the abolition of the justice court would be on the ballot, and the trustees' positions were uncontested this year. He encouraged all residents to voice their opinion by voting.
He then informed everyone that the Annual Organizational Meeting will be held on Monday, April 3, 2006, at 6:30 p.m.
Report From Trustee Trombley
Trustee Trombley had nothing to report this evening.
Report From Trustee Martin
Trustee Martin said the Board had been working on the budget. He also encouraged everyone to vote next Tuesday to express their feelings.
Report From Trustee Southwick
Trustee Southwick stated that the Planning Board held a meeting last week regarding the 50,000 sq. ft. addition to the Main Knitting building in the Industrial Park, with the permit being approved.
He said the Shared Services Committee met on March 2nd regarding the ongoing grant. He said there was a presentation regarding the Lakes to Locks waterfront revitalization project, which will extend from the Richeleau River to Whitehall . Some discussion followed regarding the identifying factors for this project. Trustee Southwick said the committee will meet again in May, and possibly the Village can take advantage of this.

Report From Clerk/Treasurer Munoz
Clerk/Treasurer Munoz said the Board had been copied with the Revenues/Expenditures Report for the month of February. The following purchase requisitions were then discussed by the Board:
1. Bag clamps/rubbers for drainmad - G8130.4--$399.00
2. Water meter reading cards - F8310.4--$40.75 G8110.4--$40.75
3. Sand blasting sand - A5110.4--$359.40

9. Crack sealer - A5110.4--$4000.00.
Superintendent Kissel indicated that Church Street , Butternut Street , and a portion of Prospect Street would be crack sealed. A motion was made by Trustee Trombley and seconded by Trustee Martin approving this purchase requisition. Roll call vote as follows:

Presentation of Warrant And Payment
Clerk/Treasurer Munoz stated there were two additional bills to add to the warrant. They are as follows:
1. Williamson Law Book - F8310.4--$154.26 G8110.4--$154.25
2. Duck's Auto Parts - A5110.4--$98.96
A motion was made by Trustee Trombley and seconded by Trustee Southwick approving Warrant #10 for Voucher #387 through #420 of the General, Water, and Sewer accounts in the amount of $15,308.51, including the two additional bills. Roll call vote as follows:

Report From Superintendent Kissel
Superintendent Kissel said the Board had been copied with his work report for February and asked if there were any questions.
He stated that the DPW crew has been clearing dead trees by the river.
He mentioned the need for a meter reading machine, but that will be under old business.
Trustee Southwick asked if the crack sealing would be done before the striping. Superintendent Kissel explained that the Village is scheduled for crack sealing during the last week in April, and that the striping would depend on the County's schedule, but it should be sometime in May.
Correspondence
1. Correspondence from Attorney Keable regarding the Temporary Electric Power Usage Agreement with Conroy & Conroy.
2. Correspondence from Attorney Keable regarding Palmer easement.
Old Business
1. GSA meters/manholes- Superintendent Kissel said he received a letter back from GSA stating they would correct this problem when the weather permits.
2. Time-Warner Cable Franchise - This item is ongoing.
3. Abolition of Justice position - This issue will be addressed at the election.
4. Decision needed whether to do easement or deed/survey for Orville Palmer's property - After some discussion, the Board decided to do an easement.
5. New meter reading machine - After some discussion, a motion was made by Trustee Southwick and seconded by Trustee Martin to purchase a new meter reading machine for $415 plus freight. Roll call vote as follows:

New Business
1. Approval of wage increase for Michael Rock when the Village is notified by the Department of Health - A motion was made by Trustee Southwick, seconded by Trustee Martin and carried, approving a $.50 per hour salary increase for Michael Rock, who has passed the necessary testing and has received his Class C Plant Distribution System License. This is an add-on amount to his base salary. Superintendent Kissel said this license will be upgraded in July after Mike Rock has been employed by the Village for one year. Mayor Moore stated that this additional wage increase would be acted on at that time.
2. Basic Accounting School - April 18-20, 2006 in Lake Placid - Juanita Munoz - A motion was made by Trustee Martin, seconded by Trustee Trombley and carried approving the attendance by Clerk/Treasurer Munoz to this school. Clerk/Treasurer Munoz said the cost was $80 and that she would be traveling back and forth to Lake Placid. Some discussion followed.
3. Results of bids opened on March 3, 2006 - Mayor Moore asked Superintendent Kissel to read the bids:
1. 1993 International -- $2500 - Superintendent Kissel does not recommend accepting this bid.
2. Sander -- $200 - Superintendent Kissel does not recommend accepting this bid.
3. 1987 International (for parts only) -- $500 - Superintendent Kissel recommended accepting this bid from Hough's Snow Removal, 648 Prospect Street, Champlain, New York.
A motion was made by Trustee Trombley, seconded by Trustee Martin and carried approving Superintendent Kissel's recommendations regarding these bids. Some discussion followed about advertising in a truck paper in the Syracuse area.
4. Approval of Aerobic Sludge Agreement between the Village and Wyeth Pharmaceuticals - After some discussion, a motion was made by Trustee Trombley, seconded by Trustee Southwick and carried, approving the agreement as presented.

A motion was made by Trustee Martin, seconded by Trustee Trombley and carried, to adjourn the meeting at 7:02 p.m.
