VILLAGE OF CHAMPLAIN
BOARD MEETING MINUTES
MARCH 8, 2010

A regular meeting of the Board of Trustees of the Village of Champlain was held on Monday, March 8, 2010, at the Village Office, 1104 Route 9, Champlain, New York.  Present were Mayor Moore, Trustees Gehrig, Martin, Kim Trombley, and Thomas Trombley, Clerk/Treasurer Munoz, Deputy Clerk Barcomb, and Superintendent Sorrell.  Codes Officer Tetreault was excused this evening.

Mayor Moore called the meeting to order at 6:30 p.m.  A motion was made by Trustee Martin, seconded by Trustee Thomas Trombley and carried, to approve the minutes of the February 9, 2010, meeting as presented.  Trustee Gehrig abstained from voting.

Report From Codes Officer Tetreault

Codes Officer Tetreault as excused this evening.

Report From Mayor Moore

1.  He reminded everyone that Village elections will be held on Tuesday, March 16th from noon to 9 p.m.  He encouraged everyone to come in and vote.

2.  He said Spring Pick-up days will be scheduled shortly.

3.  He said there will be a free rabies clinic held in Plattsburgh on March 11th from 6 p.m. to 8:30 p.m.

Report From Trustee Kim Trombley

Trustee Trombley had nothing to report this evening.

Report From Trustee Martin

1.  He informed everyone that the report from Barton & Loguidice has arrived.  He said the Shared Services Committee will discuss the report at their next meeting which will be held on Thursday, March 11, 2010, at 5 p.m. at the Village of Champlain.  Another meeting is scheduled for Wednesday, March 24, 2010, and any changes or questions the three municipalities have will be discussed with Barton & Loguidice at that time.

2.  He thanked the DPW crew for the repairs to the old plow truck, including changing springs and shocks, as we did need it to plow before the new truck arrived.

3.  He reminded everyone about elections, and to please come out and vote.

Report From Trustee Thomas Trombley

1.  He wanted to recognize and acknowledge the crew and Superintendent Sorrell for all of the work they do behind the scenes.  He also thanked Superintendent Sorrell for his efforts in finding parts at lower prices.  He thanked the crew and said to keep up the good work.

2.  He reminded everyone there is a leash law in the Village, and that your dog must be on a lease and/or tied in your yard for the safety of residents and other pets.

Report From Trustee Gehrig

1.  She reported St. Mary’s has contracted with a new company for rides for the bazaar this year.  Everything is clean and new, and there will be a lot of rides for everyone.  She explained what some of the rides were.  She also said that if anyone has any ideas for new games, to let her know.

2.  She said that jobs at the carnival will be available on May 29th and May 30th and to drop off applications at the Village Office marked with her attention on it.

3.  She informed the Board the remainder of the grant money for pavers at the church could be used to defer some of the cost of the school projects.

Report From Clerk/Treasurer Munoz

1.  She said the Board had been copied with the Revenue/Expenditure Report for February.

2.  She informed the Board that a transfer of funds needed to be done to cover the cost of the payroll program maintenance fee.  The invoice for last year was received late and had to be paid out of this year’s budget, which caused the account to be short.  A motion was made by Trustee Thomas Trombley, seconded by Trustee Gehrig and carried, to transfer $276.00 from A1325.2 to A1325.4.

Presentation Of Warrant And Payment

Clerk/Treasurer Munoz said there were three additional invoices to add to the warrant as follows:
                        1.  NCLRA (union negotiator)—A1490.4--$762.56
                        2.  Marie Dupee (registration day)—A1450.1--$50.00
                        3.  Geraldine Hayes (registration day)—A1450.1--$50.00

A motion was made by Trustee Kim Trombley and seconded by Trustee Martin to approve Warrant #10 for Voucher #325 through #360 from the General, Water, and Sewer accounts, including the additional invoices, in the amount of $16,881.32.  Some discussion followed.  Roll call vote as follows:

Motion carried.

Mayor Moore informed the Board that Terry Lincourt’s boots had been badly damaged from working on the salt shed, and has asked to be reimbursed for a replacement pair that he purchased.  After some discussion, Trustee Kim Trombley and Trustee Martin changed their motion to add the following additional invoice to the warrant:

                        1.  Terry Lincourt boot replacement—A5110.4--$130.09

Report From Superintendent Sorrell

1.  He said the Board had been copied with his report.

2.  He said the crew has been reading water meters and had done street patching.

3.  He informed the Board there had been a water main break on Meadow Lane, which was repaired.

4.  He said the Village has been informed by Judy Ross at the Clinton County Health Department that we only have to do two tests on Well #1.  Hopefully, we can get it flushed and on line shortly.

5.  He said they plan on digging up the old meter pit that was on the GSA/Duty Free line.

6.  He said they plan to flush hydrants from April 12 through April 16.

7.  He said M.A. Jerry’s will be sponsoring a workshop on new fuel requirements for trucks on March 23, 2010, and he requested permission for him and the crew to attend.  He mentioned that Mayor Moore and Trustee Martin expressed interest in also attending.  Some discussion followed.  A motion was made by Trustee Martin, seconded by Trustee Gehrig and carried, to send Superintendent Sorrell and the crew to the workshop on new fuel requirements.

8.  He said the pump that was rebuilt by Caron Electric had been returned, which means we will have a spare on hand.  He said the crew also put sealer on it to protect it.

9.  He thanked the crew for the extra effort repairing the old plow truck.

Trustee Gehrig commented on the following:

1.  Was the bio-solids survey done?  Deputy Clerk Barcomb said it was completed and mailed.

2.  There is broken glass downtown in front of Mr. Patterson’s building.  Superintendent Sorrell said he called Mr. Patterson about this and also about the loose tin on the roof.  Superintendent Sorrell said he is also checking on a billboard sign on Locust Street that is blown down.

3.  She said there is a large sink hole on Willow Street, and asked Superintendent Sorrell if the crew could put some type of marker there to warn people.  Superintendent Sorrell explained his plans for repairing this situation this year.

Trustee Thomas Trombley wanted to know when the crew would be starting to cold patch, and Superintendent Sorrell said they started today.

  • Correspondence from Clinton County Office of Emergency Services sponsoring an ICS-200 Course (Incident Command System).

 

 

Old Business

            1.  GSA meter—Mayor Moore said there will a meeting with GSA tomorrow at
                 1 p.m. to discuss this issue.

New Business

1.  A motion was made by Trustee Gehrig, seconded by Trustee Thomas Trombley and carried, to change the regular Board Meeting date from April 12, 2010, to April 5, 2010, immediately following the Annual Organizational Meeting.

2.  A motion was made by Trustee Martin, seconded by Trustee Thomas Trombley and carried, to schedule the Public Hearing for the 2010-2011 Budget for April 5, 2010, at
7 p.m.

Executive Session

A motion was made by Mayor Moore, seconded by Trustee Martin and carried, to enter into Executive Session to discuss current union negotiations at 7 p.m.

The Board came out of Executive Session at 7:20 p.m.  No motions were made.

Adjournment

There being no further business to come before the Board this evening, a motion was made by Trustee Martin, seconded by Trustee Kim Trombley and carried, to adjourn the meeting at 7:21 p.m.
