VILLAGE OF CHAMPLAIN
BOARD MEETING MINUTES
MAY 3, 2011
A regular meeting of the Board of Trustees of the Village of Champlain was held on Tuesday, May 3, 2011, at the Village Office, 1104 Route 9, Champlain, New York. Present were Mayor Martin, Trustees Gurzenda, Kim Trombley, and Thomas Trombley, Clerk/Treasurer Munoz, Deputy Clerk Barcomb, Superintendent Sorrell, Karen Gurzenda, and Kevin Triller. Trustee Gehrig arrived late, and Codes Officer Tetreault was excused this evening.
Mayor Martin called the meeting to order at 6:30 p.m. A motion was made by Trustee Thomas Trombley and seconded by Trustee Kim Trombley to approve the minutes from the April 5, 2011, Annual Organizational Meeting, and the April 5, 2011, regular Board Meeting as presented. All Board Members present voted aye, motion carried.
Mayor Martin then reviewed the rules for public comment.
Public Comment
There was no one here this evening who wished to address the Board.
Report From Codes Officer Tetreault
Codes Officer Tetreault was excused this evening.
Report From Mayor Martin
1. He said he was excited about the community garden and that plans are moving forward. He said a plot of Village land by the river on Water Street has been selected, the donated fertilizer has been delivered, and the use of the tiller has been donated. We are hoping to get the top soil donated also. He thanked Janet McFetridge and Rachael Soluri for the idea of a community garden and their help with the planning. He said if anyone was interested in this project, please call the Village Office at 298-4152 and leave your name and phone number.
2. He said the hydrant flushing had been completed.
3. He said the Village had two water main breaks recently. The Village crew repaired them very quickly; however, he said if anyone has any problems to call the Village Office.
4. He informed everyone that Spring Pick-up Days will be held on May 12, May 13, May 23, and May 24. Please put lawn debris and brush no larger than 1” in diameter in clear plastic bags and have them by the curb by 7 a.m.
5. He reminded everyone that if you plan to fill your swimming pools with Village water, you must call the Village Office first so that the water meter can be read before and after filling the pool so that an accurate amount of water can be used to determine the amount of the sewer credit.
6. He congratulated Larry Sorrell and Jim Ondras on their completion of the water certification course in Potsdam on April 20, 2011.

Report From Trustee Thomas Trombley
1. He thanked Superintendent Sorrell and the crew for the fast response to the water main breaks. The repair was done professionally and quickly.
Report From Trustee Gehrig
Trustee Gehrig arrived late, and Mayor Martin asked if she would like to give her report. She reported the following:
1. She asked if anyone had mentioned the requirement to call the office before residents fill their pools, and Mayor Martin said he already mentioned that.
2. She said Saturday, May 7th is the Fun Day at the Town of Champlain from 9 a.m. to
4 p.m. to benefit St. Mary’s School. There will be a variety of events, including a pig roast, pie throwing, and silent auction. It starts with the walk from the Rouses Point Civic Center to the Town Hall. The Town is considering making this an annual event.
3. She announced that St. Mary’s School has been saved, as the goal of $80,000 has been met. She thanked everyone for showing their support.
4. She asked for an Executive Session this evening.
Report From Clerk/Treasurer Munoz
1. She said the Board had been copied with the Revenue/Expenditure Report for April. Mayor Martin commented that expenses look very good.
2. She mentioned that the Board will need to hold another meeting before the end of the month to approve year-end transfers, to pay any other invoices we may receive, and any other business that needs to be approved before the end of the fiscal year.
Presentation Of Warrant And Payment
A motion was made by Trustee Kim Trombley and seconded by Trustee Gurzenda to approve Warrant #12 for Voucher #349 through #381 from the General, Water, and Sewer accounts in the amount of $27,078.75. Some discussion followed. Roll call vote as follows:

Report From Superintendent Sorrell
1. He said the crew has already picked up bags that were by the curb.
2. He said the crew did some work on the sides of the roads.
3. He said the two water main breaks were repaired while the system was still under pressure which avoided a boil water order.
4. There has been some street sweeping done in preparation for the upcoming parade.
5. Mayor Martin asked about the 2010 Annual Water Quality Report, and Superintendent Sorrell said they had been hand-delivered.
6. Trustee Thomas Trombley asked if GSA had done their hydrant flushing. Superintendent Sorrell said he was told by GSA that they were not going to do flushing at this time. He told them to inform the Village when they would be doing it. This will not impact the Village other than possible dirty water. Some discussion followed.
Correspondence
1. Correspondence from Utica Mutual Insurance regarding accident on Church Street on February 10, 2011.
2. Letter to Jason O’Connell from Codes Officer Tetreault regarding his property at 93 Church Street.
3. Letter to Catherine Gooley regarding her sewer credit.
4. Correspondence regarding JCEO Golf Tournament.
5. Quote to clean water tank from Preferred Tank & Tower.
6. Correspondence from NYSEFC regarding water meter grant that was not approved.
7. Correspondence from Town of Champlain Court to Attorney Marshall regarding trial--People vs. Gary Clarke.
8. Correspondence from the Clinton County Health Department regarding their annual report.
Old Business
1. GSA meter—Mayor Martin said there has been no movement by the Town of Champlain to form a district yet, and that a new meter pit will need to be installed.
2. Water/sewer contract with the Town of Champlain—Mayor Martin said the Board had been copied with the new contract. This will be tabled until the June meeting so everyone has a chance to review it and be ready to vote on it at that time. After that, the Town will approve it. The contract will be good until 2014, and will take care of the needs of both the Village and the Town.
New Business
1. A motion was made by Trustee Thomas Trombley and seconded by Trustee Kim Trombley to change the monthly Board Meeting night from the first Tuesday of the month to the second Monday of the month at 6:30 p.m. Mayor Martin said we need to change the meeting date back to what it was originally because of changes in work schedules for some trustees. All Board Members present voted aye, motion carried.
2. A motion was made by Trustee Gehrig and seconded by Trustee Thomas Trombley approving the appointment of Robert Luckett to the Village of Champlain Planning Board. Mayor Martin said Mr. Luckett lives on Pine Street and is a professor at Clinton Community College. He owns other properties in the Village, and is very active maintaining his properties. He has shown an interest in serving on the Planning Board, and this will be the first time we have had a full board in quite some time. All Board Members present voted aye, motion carried.
3. A motion was made by Trustee Thomas Trombley and seconded by Trustee Gurzenda to approve selling the 2001 Dodge pick-up truck with the plow by advertising and accepting bids. Superintendent Sorrell said the truck is going to need major work, as the driver side floor board and the frame are rotted from rust. The repairs will be more than the truck is work. Some discussion followed. Trustee Gehrig asked if we have to accept any of the bids received, and Mayor Martin said no, that we can reject any or all of them. All Board Members present voted aye, motion carried.
4. Mayor Martin said Correspondence #5 was a quote to have the water tower cleaned by Preferred Tank & Tower. He said it is necessary that the silt in the tank be removed and the tank cleaned, as this has not been done in seven years. We received three quotes and this was the lowest one. Trustee Trombley asked if the tank would be out of service while the work was being done, and Superintendent Sorrell said no. Mayor Martin said it was important to have the tank cleaned, as the wells were cleaned last year, which provides a better product for our residents. Trustee Gehrig asked how often the tank should be cleaned, and Superintendent Sorrell said it should be done annually. Trustee Kim Trombley asked if it could be paid for out of this year’s budget, and Mayor Martin said yes. A motion was made by Trustee Thomas Trombley and seconded by Trustee Kim Trombley to approve the quote from Preferred Tank & Tower to clean and inspect the water tower on Prospect Street at a total cost of $3,000 to come from the water fund account. Trustee Gehrig asked if this was their regular annual rate, or was this more because it has not been done in so long. Superintendent Sorrell said he asked for a flat rate that includes everything, with no silt depth restriction. Roll call vote as follows:

5. Mayor Martin said the Board will hold a special meeting on May 23, 2011, at
6:30 p.m. which will be the final meeting of the year. The Board must vote to re-levy outstanding water and sewer accounts on to the 2011 property taxes, approve any
year-end transfers, and any other issues that may come before the Board.
Executive Session
A motion was made by Trustee Gehrig and seconded by Trustee Kim Trombley to enter into Executive Session at 7:04 p.m. All Board Members present voted aye, motion carried.
A motion was made by Trustee Gehrig and seconded by Trustee Kim Trombley to come out of Executive Session at 7:17 p.m. All Board Members present voted aye, motion carried. No motions were made during Executive Session.
Adjournment
There being no further business to come before the Board this evening, a motion was made by Trustee Gehrig and seconded by Trustee Kim Trombley to adjourn the meeting at 7:18 p.m. All Board Members voted aye, motion carried.
