SPECIAL BOARD MEETING MINUTES
MAY 23, 2011
A special meeting of the Board of Trustees of the Village of Champlain was held on Monday, May 23, 2011, at the Village Office, 1104 Route 9, Champlain, New York. Present were Mayor Martin, Trustees Gurzenda, Kim Trombley, and Thomas Trombley, Clerk/Treasurer Munoz, and Superintendent Sorrell. Trustee Gehrig was absent and Deputy Clerk Barcomb was excused this evening.
Mayor Martin called the meeting to order at 6:30 PM.
Public Comment
No one was here from the general public for comment this evening.
A motion was made by Trustee Gurzenda and seconded by Trustee Thomas Trombley to approve Warrant #13 for Vouchers #382 through #404 from the General, Water and Sewer accounts, in the amount of $9,891.69. Roll call vote as follows:

Motion carried.
Mayor Martin noted that the water tank cleaning will be paid out of the 2010/2011 budget, which is included on this warrant.
Report From Mayor Martin
1. The flowers are all planted in the Village flower boxes and will be put out on Wednesday, May 25, 2011.
2. The topsoil has been ordered from Gadway’s for the Community Garden. Luck Bros. donated two dump truck loads of topsoil and the excess will be used for sidewalks. Cha-rp Rental will donate a tiller and tractor to till the garden area which will be done on Tuesday, May 24, 2011.
3. There will be a Community Garden meeting at the Village Office on Tuesday, March 24, 2011, at 6:30 PM.
4. He said he will request to purchase a fence to put around the Community Garden at the June Board meeting.
5. He had a couple of meetings with the Town of Champlain and was informed that their employees are no longer taking care of their chlorination station. An agreement with the Town has been established to pay Terry Lincourt and Jim Ondras 8 hours per week at their regular rate of pay for May, June, July and possibly the first week of August for maintenance of their water system. Four employees from the Town and two employees from the Village are scheduled to take a water class to obtain Class C licenses. He said the Village has been asked by the Town to take over all the Town customers. The Village will read meters with either John Cooper or Mike Tetreault. The Village also needs to keep track of all back flow preventors , which need to be inspected once a year. Mayor Martin thought it was a good idea to take over the billing, repairs and chlorination station.
A motion was made by Trustee Thomas Trombley and seconded by Trustee Kim Trombley to approve the transfer of funds to accounts in need for fiscal year 2010-11.

A motion was made by Trustee Thomas Trombley and seconded by Trustee Gurzenda approving water and wastewater re-levies on Village property taxes. All Board Members present voted aye, motion carried.
A motion was made by Trustee Kim Trombley and seconded by Trustee Thomas Trombley approving the Village Clerk to serve notice of an unsafe building at 93 Church Street under Section 60-9 of the Village Code, and to hire engineer Doug Ferris to inspect the building with Codes Officer Tetreault. All Board Members present voted aye, motion carried. Discussion followed.
Vacation time held over into 2011-12 was discussed. Superintendent Sorrell said that he believed that all carry over time was to be used by December 31st of that year. Clerk/Treasurer Munoz was asked to check on what was presented at last year’s May meeting regarding this issue.
Mayor Martin discussed with the Board an issue regarding employees’ use of Village vehicles. A Village resident has approached Trustee Gehrig on several occasions regarding the use of the Village vehicles. Mayor Martin said that he has to applaud an employee for coming to work and getting things going for the day and then taking vacation time for part of the day and then returning to work. Mayor Martin said that the Board and Larry Sorrell agreed he would take a reduction in his salary, when he was hired as Superintendent, if he was allowed to use a Village vehicle to go back and forth to work. Trustees Thomas and Kim Trombley also remembered this agreement. Discussion followed.

There being no further business to come before the Board this evening, a motion was made by Trustee Kim Trombley and seconded by Trustee Thomas Trombley to adjourn the meeting at 7:12 p.m. Roll call vote as follows:
