VILLAGE OF CHAMPLAIN
BOARD MEETING MINUTES
NOVEMBER 9, 2009

A regular meeting of the Board of Trustees of the Village of Champlain was held on Monday, November 9, 2009, at the Village Office, 1104 Route 9, Champlain, New York.  Present were Mayor Moore, Trustees Martin, Kim Trombley, and Thomas Trombley, Clerk/Treasurer Munoz, Deputy Clerk Barcomb, Superintendent Sorrell, Codes Officer Tetreault and Legislator McManus.  Trustee Gehrig was excused this evening.

Mayor Moore called the meeting to order at 6:30 p.m.  A motion was made by Trustee Thomas Trombley, seconded by Trustee Martin and carried, to approve the minutes from the following Board Meetings:

Mayor Moore thanked Legislator McManus for attending this evening’s meeting, and
Mr. McManus reported on the following topics:

1.  Pfizer is planning to pull out of the North Country, which will mean the loss of
500-600 jobs.  He explained Rouses Point, Chazy, and Plattsburgh will all be affected.  He said a meeting was planned for tomorrow at 9 a.m. and that Bill Owens was suppose to have his representative there.  Mr. McManus said he would email the outcome of the meeting for our information.  All Board Members were quite concerned about this latest development.

2.  The increase in the proposed County budget has dropped from 14.2% to 2.6%.  All County employees will be voting whether or not to approve a new health care plan.  If approved, this will drop the budget dramatically.  He commented on the huge state deficit and that no one knows where to cut. 

3.  He was pleased that the resolution passed that will allow for staggered terms in the County Legislature.

4.  He said the County changed their vote on the Northern Tier Expressway; however, he does not know if Senator Gillibrand will get the money for it or not.

5.  He asked that the Village Board let him know if there is anything they would like him to discuss at the next County budget meeting.  Mayor Moore asked if the County used their fund balance to offset the budget increase, and Mr. McManus said a majority was used.  Mr. McManus also said some County jobs of retirees will not be filled, and there will be a savings of $500,000 if the new health insurance plan is approved.

6.  He informed the Board Homeland Security money is available for fencing, lighting, and closed circuit monitoring to protect the Village water tank.  He said he would let Mayor Moore know when Dave Favreau would be meeting with Rouses Point so that the Village of Champlain can also attend to find out more details.  Superintendent Sorrell said there is a need for a higher fence at the water tank, per the Clinton County Health Department.  Some discussion followed.

Report From Codes Officer Tetreault

1.  He said it was his understanding that he was not to issue a building permit to Ron Trombly for the properties at 1163 and 1165 Route 9 until the Village receives a report/plan from and engineer or architect, and the Board agreed.

2.  He said there are two new companies in the Village, which are Elegance Coating and Testori Interiors.

Report From Mayor Moore

1.  He reminded everyone the final Fall Pick-up Days will be November 18 and November 19.  Please use clear plastic bags and put by the roadside by 7 a.m.

2.  He echoed Legislator McManus’ concerns regarding Wyeth, and the Village will support anything that can be done to help the situation.  He wished everyone affected by this the best of luck.

Report From Trustee Kim Trombley

Trustee Trombley had nothing to report this evening.

Report From Trustee Martin

1.  He thanked Bob Jewell for helping out the Village by doing testing and maintenance at the WWTP for the last five months.  He said his knowledge and training was invaluable.

2.  He said the DEC inspected the WWTP on November 4th and found no problems.  He thanked Terry Lincourt, Jim Ondras, and Larry Sorrell for all their time and efforts there.

3.  He commented the new salt shed will be ready in the near future.  He said the crew did a great job putting up the frame.  He said since the Village has already put up the salt shed, we will not be affected by any future State mandates.

4.  He again reminded area businesses to dispose of grease and cooking oils properly.

5.  He reminded residents to check the local newspapers for upcoming flu clinics.

Report From Trustee Thomas Trombley

1.  He said there was a Shared Service Committee meeting on October 28, 2009.  Also, the leak detection has been completed with no leaks being found.

2.  The Shared Service Committee is still looking into possibly purchasing a crack sealer to be shared by all three municipalities.  John Cooper is still investigating this item.

3.  He thanked the crew for all of their hard work at the WWTP.  The plant is in tip top shape thanks to their help and the guidance and expertise of Bob Jewell.

4.  He thanked Superintendent Sorrell and the crew for taking all the American flags down that were throughout the Village.

Report From Trustee Gehrig

Trustee Gehrig was excused this evening.

Report From Clerk/Treasurer Munoz

1.  She said the Board had been copied with the Revenues/Expenditures Report for October.

2.  Purchase requisitions as follows:

            a.  Emergency purchase—transfer switch for generator at the sewer plant
                        Two quotes were received for the switch only--$4992 and $8560
                        A motion was made by Trustee Martin and seconded by Trustee Thomas                                   Trombley to approve the purchase of the transfer switch in the amount                                    $4992.00 from G8130.2.  Roll call vote as follows:

Presentation Of Warrant And Payment

Clerk/Treasurer Munoz said there was one additional invoice to add to the warrant.  This was for Erin Sorrell from Code A1410.4 in the amount of $60.  A motion was made by Trustee Thomas Trombley and seconded by Trustee Kim Trombley to approve
Warrant #6 for Voucher #176 through #217 from the General, Water, and Sewer accounts, including the additional invoice, in the amount of $35,576.81.  Roll call vote as follows:

Report From Superintendent Sorrell

1.  He said the Board had been copied with his report.

2.  The crew has been concentrating on finishing the salt shed.

3.  They have been cleaning leaves from grates.

4.  The crew has continued painting at the WWTP, and he has updated Woody Kissel who returned to work today.

5.  He said he ordered salt today, so they will be able to put the salt in the new shed before the top is put on.

Mayor Moore welcomed Woody Kissel back to work.

Mayor Moore said the Village is going to be meeting with GSA next week regarding improvements to the meter pit so that the new meter can be installed.

New Business

Clerk/Treasurer Munoz read the following resolution:

2010 ELECTIONS
VILLAGE OF CHAMPLAIN

 

WHEREAS, the next Village Election for offices of the Village of Champlain, New York, will be held on March 16, 2010.

WHEREAS, the Board of Trustees of said Village must designate by resolution and publish offices, which are to be filled at such election and the terms thereof, then be it therefore

RESOLVED, that the Board of Trustees of this Village has determined the following offices to be filled and to be voted thereupon, with the terms of such offices respectively noted as follows:
        
                            TRUSTEE – TERM TWO YEARS
TRUSTEE – TERM TWO YEARS

BE IT FURTHER RESOLVED that as required by Section 15-104-3a of the Village Election Law, notice of said Village Election be given at least four (4) months prior to said Election date, and that the office to be voted upon at said Election be likewise included in said notice.

THIS RESOLUTION shall take effect immediately.  The foregoing question was duly put to a roll call vote which resulted as follows:

A motion was made by Trustee Thomas Trombley and seconded by Trustee Martin to approve the agreement between the U.S. Government and the Village of Champlain for the lease of Village property for their repeater tower for a term of five years from
October 1, 2009, through September 30, 2014, for a lease amount of $500 per month.  Roll call vote as follows:

Motion carried.

A motion was made by Trustee Martin and seconded by Trustee Kim Trombley to approve paying Terrance Lincourt $47.94 on the next payroll to correct a mistake in his hourly rate from 01/11/09 through 11/01/2009.  Roll call vote as follows:

Adjournment

There being no further business to come before the Board this evening, a motion was made by Trustee Thomas Trombley, seconded by Trustee Kim Trombley and carried, to adjourn the meeting at 7:05 p.m.
