VILLAGE OF CHAMPLAIN
SPECIAL BOARD MEETING MINUTES
OCTOBER 3, 2011

A special meeting of the Board of Trustees of the Village of Champlain was held on Monday, October 3, 2011, at the Village Office, 1104 Route 9, Champlain, New York. Present were Mayor Martin, Trustees Gehrig, Kim Trombley, and Thomas Trombley. Trustee Gurzenda was excused this evening. Mayor Martin called the meeting to order at 5:05 p.m.

A motion was made by Trustee Thomas Trombley and seconded by Trustee Kim Trombley to purchase two pumps from Camp at a cost of $8,750, plus $200 freight. Mayor Martin said the current pump has burned out after 14 years of service. Superintendent Sorrell received a couple of quotes and was able to reduce the cost significantly by purchasing two instead of one. The Village has additional revenue from Pfizer and Morrisonville Septic that can cover the cost. He said if we purchase rebuilt motors, the Village would only be saving $200. The Board felt it was beneficial to go with the new motors since there was no significant savings. The money will come from G8120.2 for $6,500 and G8130.2 for $2450. Roll call vote as follows:

A motion was made by Trustee Thomas Trombley and seconded by Trustee Kim Trombley to send 6 people to the Local Government Conference to be held in Potsdam on October 11, 2011, at a total cost of $210 to come from A9089.8. Those attending will be Greg Martin, Donna Barcomb, Larry Sorrell, Mike Tetreault, Karen Gurzenda, and Stephen Meier. Roll call vote as follows:

A motion was made by Trustee Kim Trombley and seconded by Trustee Gehrig to expend $571.20 from A5110.2 for various street signs. This is a summary of the discussion that followed. At the last regular Board meeting, we were asked to check signs. The Board is requesting signs at the junction of Route 11 and Elm Street, including 30 mph speed zone, zoning laws, welcome to the Village, and weight limits. After checking with the State, we were informed the entire section of Elm Street to Route 11 is 30 mph; however, there is no speed limit sign until you reach the Village limits. Mayor Martin said Superintendent Sorrell spoke with Highway Superintendent Racine about installing five speed reduction signs, and Mr. Racine said the Town of Champlain would reimburse the Village $339 for these signs. The Board then discussed the status of the building located at 93 Church Street (old Pampalon building), and that we will probably need to bond the cost to demolish this building, if necessary. The Village will be reimbursed eventually through property taxes for this cost. The engineer who inspected the building for the Village said it would cost more money to fix it then it is worth. The Village is awaiting a response from the owner to our last letter.
