BOARD MEETING MINUTES
SEPTEMBER 14, 2009

A regular meeting of the Board of Trustees of the Village of Champlain was held on Monday, September 14, 2009, at the Village Office, 1104 Route 9, Champlain, New York.  Present were Mayor Moore, Trustees Martin and Gehrig, Clerk/Treasurer Munoz, Deputy Clerk Barcomb, and Superintendent Sorrell.  Trustees Kim Trombley and Thomas Trombley, and Codes Office Tetreault were excused this evening.

Mayor Moore called the meeting to order at 6:45 p.m.  A motion was made by Trustee Martin, seconded by Trustee Gehrig and carried, to approve the minutes from the
August 6, 2009, special Board Meeting, and the August 10, 2009, regular Board Meeting.

There was no one here to address the Board this evening.

Report From Codes Officer Tetreault

Codes Officer Tetreault was excused this evening.

Report From Mayor Moore

1.  He congratulated Larry Sorrell on his appointment as superintendent.  He wished him good luck and said he would do great.

2.  He said the Village is looking into obtaining an energy study grant, which will be used to help determine where the Village can change/improve saving energy.

3.  He mentioned that the next Board Meeting date has to be changed because of Columbus Day.  A motion was made by Trustee Gehrig, seconded by Trustee Martin and carried, to change the next Board Meeting from October 12, 2009, to October 5, 2009, at 6:45 p.m.

4.  He thanked Superintendent Sorrell, the DPW crew, and Bob Jewell for the great job they have been doing at the wastewater treatment plant.  He said it is in great shape, and the Board is very pleased with their efforts.

Report From Trustee Kim Trombley

Trustee Trombley was excused this evening.

Report From Trustee Martin

1.  He congratulated Superintendent Sorrell on his appointment and wished him luck.

2.  He reminded residents and businesses to dispose of their cooking oils and grease properly, and not to dump them into the sewer system.  Also, businesses must keep track of the disposition of their oils and grease.

3.  He said the drying beds at the wastewater plant have been re-done with new stone, and the pumps have been replaced.  He thanked the crew and Bob Jewell for the excellent job they have been doing.

4.  He thanked Superintendent Sorrell for taking the time out of his schedule for most of this past weekend to keep watch at the wastewater plant, as there was a problem with the generator not working properly.

Report From Trustee Thomas Trombley

Trustee Martin gave Trustee Trombley’s report in his absence:

1.  He congratulated Superintendent Sorrell on his appointment, and commented on his nice reports he has been giving to the Board.

2.  He thanked Jim Ondras, Terry Lincourt, Superintendent Sorrell, and Bob Jewell for their work at the wastewater plant.

3.  He thanked the DPW crew for all their efforts keeping the Village going with the day to day tasks.

4.  The Shared Service Committee met with Barton & Lougidice recently.  Well testing will be done soon, and they will make recommendations after the testing.

5.  He said the wastewater plant is running at 1/3 capacity, which is very efficient.

6.  He said Steve Southwick said that John Cooper asked the Shared Services Committee if they would be interested in purchasing a crack sealing machine that could be shared by all three municipalities.  Mr. Cooper will get quotes and present them to the Shared Services Committee.

Report From Trustee Gehrig

1.  She thanked everyone who worked on the Fort Montgomery project.  She said a massive number of people had attended the festivities.  Everyone, including the volunteers, did a great job cleaning the fort, plus the weather was great.

2.  She welcomed Superintendent Sorrell and wished him good luck in his new position.  She said she was looking forward to working with him.

 

Report From Clerk/Treasurer Munoz

1.  She said the Board had been copied with the Revenues/Expenditures Report for August.

Purchase Requisitions

The following purchase requisitions were presented:

1.  Dump trailer 5’ x 8’—G8130.2--$2999.00 – A motion was made by Trustee Martin and seconded by Trustee Gehrig approving this purchase requisition.  Some discussion followed.  Roll call vote as follows:

Presentation Of Warrant And Payment

Clerk/Treasurer Munoz said there was one additional invoice to add to the warrant.  This was for Robert Jewell in the amount of $1280.50 from G8130.1.  A motion was made by Trustee Gehrig and seconded by Trustee Martin to approve Warrant #4 for Voucher #107 through #142 from the General, Water, and Sewer accounts, including the additional invoice, in the amount of $18,545.18.  Roll call vote as follows:

Report From Superintendent Sorrell

1.  He said the Board had been copied with his report.

2.  He said the pipes at the wastewater plant had been scraped and are ready to be primed.

3.  There was some discussion regarding the culvert at the Ryan’s residence on Prospect Street, and the UFPO for a handicapped sign on Prospect Street.

4.  He explained the situation with the floats and rod pressure sensor at the wastewater plant and lift stations.  Some discussion followed.  A motion was made by Trustee Martin and seconded by Trustee Gehrig to set the maximum amount allowed to be spent at $4,300 for the purchase and installation of six (6) new floats at the wastewater treatment plant, and five (5) new floats for the lift stations, with the understanding that it is Superintendent Sorrell’s decision whether to purchase the rod pressure sensor and five (5) floats instead of 11 floats for no more than $4,300.  Roll call vote as follows:

5.  He thanked the Town of Champlain for hauling the gravel for the sides of the newly paved streets and for the drying beds at the wastewater plant.  This saved the Village
two-thirds of what it would have cost.

6.  Trustee Gehrig asked when the State would be paving, and he said it would be another week, as they had some DI’s to repair.

1.  Correspondence from Kathy Ryan regarding her property at 688 Prospect St.

2.  Correspondence from State of New York Office of the Attorney General regarding new law affecting local government bodies.

3.  Thank you letter from Bruce West for the Village’s help in the preparation and participation in Community Day held on August 8th.

4.  Correspondence from Janice & Jack Dawson expressing their appreciation to the Village for paving South Street, and the neat appearance of the Village for the Quadracentennial Celebration.

5.  Correspondence from Janice & Jack Dawson regarding the appearance of the lot between South Street and the shopping center, and the former Champlain Elementary School.

6.  Correspondence from Doug Ferris, Earth Science Engineering, regarding his site inspection at 1163 & 1165 Main Street.

7.  Memo from Clerk/Treasurer Munoz regarding the Youth Commission meeting held on August 26th.

8.  Correspondence from Rodney Brown, Clinton County Planning Department, regarding Lakes To Locks Passage grant funding to conduct waterfront revitalization plans.

New Business

Mayor Moore and Trustee Martin plan to attend class in Lake Placid regarding wastewater on September 28 and September 29, 2009, at no charge to the Village.

Superintendent Sorrell said he had received a complaint about barking dogs.  Some discussion followed.  The Board agreed Dog Control Officer Joe Mott should be contacted by the complaintant.

Adjournment

There being no further business to come before the Board this evening, a motion was made by Trustee Gehrig, seconded by Trustee Martin and carried, to adjourn the meeting at 7:17 p.m.
