Tax Notice
NOTICE IS HEREBY GIVEN that pursuant to Section 5-510 of the
Village Law, the Treasurer of the Village of Champlain, Clinton County,
New York, announces that the tax roll and warrant for the Village of
Champlain has been left with her for collection of taxes therein levied.
The Treasurer has designated 7:30 a.m. to 4:00 p.m., Monday through
Friday, from June 1, 2023, to July 1, 2023 for the collection of taxes without
penalty. After July 1 st , a 5% penalty will be added and 1% on the first of
each month thereafter. On November 1 st , 2023, unpaid taxes will be sent to
the County for re-levy.

The Village of Champlain will hold a Special Board Meeting on Thursday, May 25th 2023, at 5:00 p.m. at the Village Office, 11104 Rt. 9, Champlain, New York. The purpose of the meeting is to pay any outstanding invoices for the 2022-2023 fiscal year. The meeting is open to the public.

Residents are reminded to pick up a portable water meter from the Village Office before filling their pool with Village water.
In order to offer a wastewater credit, we must have a reading of the amount of water used to fill your pool first.

WATER/SEWER BILLS DUE!!
Village residents are reminded that April 30th 2023 is the last day to pay outstanding water/sewer bills. After May 2nd, 2023 any unpaid water/sewer amounts will be levied onto the Village tax rolls and collected in June when taxes are paid.
NEW BILLING SCHEDULE
In order to coordinate our fiscal year with our water/sewer billing schedule, we will be changing the billing schedule to the following dates:
June 1st, Sept. 1st, Dec. 1st and March 1st.
The June 1st 2023 billing will include April and May only, but subsequent billings will include 3 months as previously calculated.

HYDRANT FLUSHING
The Village of Champlain will be flushing fire hydrants during the next few weeks between the hours of 7:00 a.m. and 3:30 p.m.
Please be advised that flushing may cause some discoloration of water and fluctuations in water pressure. This does not represent a health hazard; however, customers are cautioned to determine if the water is clear before washing clothes as staining may occur. If you experience discolored water, run the cold water in all your faucets for several minutes until clear.

NOTICE TO RESIDENTIAL AND SMALL BUSINESS WATER CUSTOMERS
Moratorium on Water Service Termination, Moratorium on Water Relevy, and
Opportunity for Deferred Payment Agreements
On May 11, 2021 Governor Cuomo signed into law amendments to the Public Service Law that prevent municipalities and public utilities from terminating water service provided to residents and small businesses for non-payment during the COVID-19 state of emergency. Additionally, the amendments prevent municipalities from relevying previously accrued water charges on or after May 11, 2021 until the end of the COVID-19 state of emergency. The state disaster emergency expired on June 24, 2021.
All water suppliers must notify residential and small business customers of the protections afforded under the law.
Please be advised that service termination and relevying past due water charges is prohibited for an additional 180 days after June 24 2021, for those residential and small business customers who have experienced a change in financial circumstances due to the COVID-19 state of emergency.
If you are a resident or small business that has experienced a change in financial circumstances due to the COVID-19 state of emergency and would like to request relief from service termination and relevying until December 22, 2021, you must contact Mary Spring at 518-298-4152 or mary@vchamplain.com no later than July 15, 2021.
Please be further advised that the law does not eliminate a customer’s obligation to pay accrued charges. However, customers who have experienced a change in financial circumstances due to the COVID-19 state of emergency must be provided with the opportunity to enter into a deferred payment agreement without the imposition of deposits, late fees, or penalties.
If you are a residential or small business customer who has experienced such a change in financial circumstances and wish to enter into a deferred payment agreement to address any outstanding or accrued payments, you must contact Mary Spring at 518-298-4152 or mary@vchamplain.com no later than July 15, 2021. Additional information and supporting documentation from customers seeking to enter into a deferred payment agreement may be required.
Customers that do not request protection from service termination, or relevying, or do not enter into a deferred payment agreement, will be subject to the enforcement and lien provisions authorized by State and local law upon the expiration of the Public Service Law’s protections.

FY 2021 Community Development Block Grant Applications
The Village of Champlain will hold a public hearing on July 12, 2021 at 6:35 P.M. at the Village Offices, 11104 Route 9, Champlain NY 12919 for the purpose of hearing public comments on the Village of Champlain community development needs and to discuss the possible submission of one or more Community Development Block Grant (CDBG) applications for the 2021 program year. The CDBG program is administered by the New York State Office of Community Renewal (OCR), and will make available to eligible local governments approximately $20 million for the 2021 program year for housing, economic development, public facilities, public infrastructure, and planning activities, with the principal purpose of benefitting low/moderate income persons. The hearing will provide further information about the CDBG program and will allow for citizen participation in the development of any proposed grant applications and/or to provide technical assistance to develop alternate proposals. Comments on the CDBG program or proposed project(s) will be received at this time. MORATORIUM ON WATER SERVICE TERMINATION, MORATORIUM ON WATER RELEVY AND OPPORTUNITY FOR DEFERRED PAYMENT AGREEMENTS
The moratorium on water shutoffs for non-payment during the COVID-19 pandemic, which began in June 2020, has been extended and expanded. The current moratorium, which amends Public Service Law § 89-b and 89-I, prohibits water works corporations and public water providers from disconnecting certain customers for nonpayment during the COVID-19 state of emergency.
The moratorium is now in effect until the COVID-19 state of emergency ends or December 31, 2021, whichever date is earlier. Thereafter, qualifying customers who have experienced a change in financial circumstances due to COVID-19 may be eligible for an additional 180 days of protection from shutoff for nonpayment.
In addition to residential customers, the moratorium now also covers qualifying small business customers as well as customers whose accounts serve residential premise (e.g. landlords). The moratorium also temporarily prohibits municipalities from placing, selling or enforcing a lien on a customer’s real property for unpaid water rents.
The moratorium does not relieve a customer of their obligation to pay for service. You are still responsible for your water bill during and after the moratorium period.
The Village of Champlain offers Deferred Payment Agreements with no required down payment, penalties or late fees for residential or small business customers that have experienced a change in financial circumstances due to the COVID-19 State of Emergency. The Deferred Payment Agreement is valid for 180 days from the end of the State of Emergency or 180 days from December 31, 2021, whichever date is earlier.
Self-certification of COVID -19 Hardship is required in order to enter into a Deferred Payment Agreement. Self-Certification forms can be obtained at www.vchamplain.com or at the Village Office. If you have any questions, please feel free to call the Village Office at 518-298-4152.

WINTER PARKING
Residents are reminded that there is no parking on the village streets between November 1 and April 1 during the hours of 2 am until 6 am. Our snow plow crew does its best to keep the sidewalks and streets passable, and anything blocking these make this work difficult. This includes trash or trashcans in the village right-of-way or on sidewalks.

Please remember that the Burn Ban in the Village is in effect. The Firepit/Campfire permits are no longer valid and there is no burning allowed in the Village.

The Village of Champlain will hold a special meeting on Monday, November 25th, 2019 at 6:30 p.m. at the Village Office, 11104 Rt. 9, Champlain, New York. The purpose of the meeting is to review the IMA with the Town of Champlain, appoint a Land Bank representative from the Village, and any other business that may come before the Board. HYDRANT FLUSHING
The Village of Champlain will continue flushing fire hydrants in both the Village and the Town during the week of October 28-Nov.1st between the hours of 7:00 a.m. and 3:30 p.m.
Please be advised that flushing may cause some discoloration of water and fluctuations in water pressure. This does not represent a health hazard, however, customers are cautioned to determine if the water is clear before washing clothes as staining may occur. If you experience discolored water, run the cold water in all your faucets for several minutes until clear.

BRUSH PICKUP
The Village of Champlain will be picking up leaves and loose brush on

Household Characteristics Survey
The Village of Champlain will be conducting a Household Characteristics Survey of some of our municipal water system users beginning the week of May 27th, 2019. We plan to replace some water main lines and must conduct this survey to document that we are eligible for financial aid. Only water users on the streets affected are being asked to participate. Those who receive a survey are requested to fill it out right away and return it ASAP in the self-addressed stamped envelope. RCAP Solutions, a not-for-profit organization, is helping with the survey at no cost to the Village. We need a very high rate of return and if RCAP does not receive enough surveys in the mail, we will be going door-to-door to make sure we get the required minimum number of surveys. Please get your survey in early. Your participation is critical to show that we are eligible for grants that will help keep our water rates lower. This survey is confidential. FIRE PITS/CAMPFIRES IN THE VILLAGE
There will be a temporary lifting of the burn ban in the Village of Champlain from May 25th, 2019 to October 31st , 2019.
This temporary lifting is subject to revocation at the discretion of the Village Board.
The following rules are in effect during the trial period:
The temporary lifting of the burning ban starts on May 25th, 2019 and ends October 31st, 2019.
Small fires less than three feet in height and four feet in diameter used for cooking and campfires, provided that only charcoal or untreated wood is used as fuel and the fire is attended by an individual of suitable age until the fire is extinguished.
The burning is contained by nonflammable material commonly used as a fire-containing apparatus, or structure. Examples of commonly accepted structures include a fire pit no less than 10 inches deep, a stone fire circle no less than 10 inches in height, prefabricated fire-burning products, such as a chiminea or other products commonly marketed as outdoor/patio fire-containment units containing a basin and fire-screen.
The burning is located at least 25 feet from any structure such as a home, garage, mobile home, etc; and the burning is located 25 feet from any adjacent or neighboring property line.
The burning of construction debris, plastics, tires, tar-based materials, oil or petroleum based products, hazardous materials, chemicals, and similar materials or waste is prohibited.
Burning of household trash, garbage, refuse, household waste, commercial waste, construction waste, combustible liquid, debris waste, hazardous waste, junk, rubber, plastics, stumps, tires, tar based materials, products of salvage operations, chemicals, and similar materials is prohibited.
This trial period can be terminated at the discretion of the Village Board at any time.

The Village of Champlain residents are reminded that April 30th is the last day to pay outstanding water and sewer bills. After that date, any unpaid water and sewer amounts are added to the tax rolls and collected in June when taxes are paid.

Water Shutoffs due to non-payment of water/sewer bills
Notice of non-payment to be sent out on the 10th day after due date.
Notice to shut off water will be delivered on the 15th day after due date and shutoffs will begin on the 17th day after due date.
The fee for discontinuing and restoring service has been increased to $25 for each action. These items must be collected along with usage charges and late penalty fees of 5% before water service will be restored.
No partial payments or post-dated checks will be accepted.
